Windows has a nasty new feature whereby it can (trying to he helpful) reset the default printer to be the last used printer device when the PC is shutdown.
You can disable this by:
- Search for the PC Settings program (not Control Panel)
- Click on Devices
- Scroll down the page and disable the automatic default program setting
